Remain turning on the printer and directly disconnect the USB cable from plug.
Now remove the ink cartridges carefully from your HP Printer.
When the message- ‘Insert Cartridges’ appears, follow the prompt.
Now disconnect the power cord from the back of your printer.
Wait for at least 60 seconds.
Reconnect the power cord. If the product does not automatically turn on, press the Power button.
Reinsert the cartridges, and make sure no door is open now.
Follow the prompts as appears.

Try this:

Keep the printer in turn on mode.
Now plug out the USB cable from the printer.
Next, open the printer cover door.
Pull out the ink cartridge inside the printer.
Wait for the printer to show up the message with ‘Insert Cartridge’.
Next, plug out the power cords of the printer from the backside of the printer.
Again you will have to wait for some time.
Plugin the power cords of the printer to the backside of the printer.
Now press out the power button in case the printer does not start by itself.
When the printer gets ready put back the ink cartridge into the printer.
Close the printer cover door completely.
Lastly, plug in the USB cable to the printer and then check out the printer to drive away from the error through a test print.
